INTRODUCTION
  
The beginning of the 1990s marks the entry of Africa in a new  wave of democratic transition. This process led to the adoption,  in almost all African countries, new constitutions devoting a democracy whose political recognition of pluralism, of the opposition  as well as the proclamation of rights and freedoms are the basic  features. This democratic renewal is also marked by the progressive construction of the rule of law and the holding of elections a  fight leading to an alternation in several countries.
Although significant progress was made by many African countries, but obstacles remain.
 I prepared or manipulated elections lead to violence blocking  the democratic process and dialogue among political actors. To keep to the fill, some heads of state change the Constitution or use  some institutions (including the Parliamentary Assembly),  thus questioning the principle of the separation of powers. Similarly, the persistence of armed conflicts and the resurgence of coups  in some countries undermine the transition to democracy.











A) THE DIFFERENT DEFINITIONS OF DEMOCRACY

The word democracy is a political system.
In a democratic country, all citizens have the right to participate,  from near and far, in decisions that affect them.  Normally, Canadians elect a person who will represent them and  make decisions on their behalf to the different levels of Government. It's what we call a representative democracy. Countries such as the Canada, the United States of America and the United Kingdom are all representative democracies.

2. Second definition of democracy
The term democracy (from the Greek δημοκρατία / dēmokratía, today often interpreted as 'sovereignty of the people', combination  of δμος / demos, 'people', by extension the greatest number, and κράτος / kratos, 'power', or even kratein, "to order") most often refers to a political system in which the people have the power. She may also appoint or qualify more broadly a company form, a form of governance of any organization, or even a system of values.
      











B) THE CAUSE OF DEMOCRATIZATION IN AFRICA

To better take stock of two decades of democracy in Africa, it is  important to see why and how the wind of democracy blew  across Africa. The cold war is unquestionably the cause distant but fundamental to the surge of the democratic system on contains it black. The cold war raging in Europe since 1947 will spread in the rest of the world. The Soviet Union and the United States enter an  ideological and political war to conquer the world. The first wants to spread communism and dictatorship  of the proletariat in  the  world while the second wants to spread capitalism  and liberal  democracy.  They compete by interposed countries worldwide. Theatres of operations will mainly take place in developing countries struggle  for independence  so that, once independent, the country joins the bloc which helped him  to gain its independence.
 







                                                 

C) THE CONSEQUENCES OF DEMOCRACY IN AFRICA

INTRODUCTION

De nos jours, immigrer dans un pays est l’une des solutions adoptées par les entreprises afin développer leurs situations économiques. Sur le plan professionnel, bon nombre de personnes pensent que c’est un moyen pour améliorer leur cadre de vie et pour les étudiants, c’est une opportunité de s’ouvrir au monde extérieur. Mais l’immigration est-elle réellement la meilleure option afin de fuir la réalité quotidienne ?





























DEFINITION

L'immigration désigne aujourd'hui l'entrée, dans un pays, de personnes étrangères qui y viennent pour y séjourner ou s'y installer. Le mot immigration vient du latin in-migrare qui signifie « rentrer dans un lieu ». Elle correspond, vue du côté du pays de départ, à l'émigration.


I/- LES AVANTAGES

-         Échange culturel. L’immigration conduit à l’échange de valeurs culturelles. Il en résulte un échange de connaissances et d’expertise entre les nations. C’est également l’occasion d’interagir avec des personnes d’horizons divers, de partager leurs points de vue, etc.

-         Éducation et carrière. L’immigration offre de nouvelles possibilités pour les gens qui veulent poursuivre leurs études. Cela leur ouvre la porte à des domaines d’études qui ne sont pas disponibles dans leurs pays d’origine et éventuellement l’acquisition de diplômes mieux cotés sur le marché de l’emploi. De même, les opportunités d’emploi et la flexibilité de la réglementation du pays d’accueil peuvent accélérer l’ascension sociale de l’immigrant qui ne peut pas accéder à de telles occasions dans son pays.

-         Croissance économique. L’immigration contribue à la formation d’un marché mondial ouvert. Elle offre une perspective globale à la croissance sociale et économique des pays, élargissant ainsi les champs du développement. La plupart des partisans de l’immigration estiment qu’elle a le potentiel d’amener la prospérité sur la planète.

-         Répartition de populations. Dans certains cas, l’immigration peut entraîner une répartition plus équitable des populations. La migration des personnes d’un pays surpeuplé à un autre qui l’est à peine permet d’équilibrer la densité de population. Certains pays sont confrontés à une pénurie de ressources en raison de leur croissance démographique, tandis que d’autres disposent de ressources suffisantes, mais n’ont qu’une très faible population. La migration des premiers vers les seconds peut se révéler bénéfique pour les deux.


II/- LES INCONVENIENTS

-         Déséquilibre de populations. Dans certains cas, la migration de masse, lorsqu’elle n’est pas contrôlée, peut aboutir à un surpeuplement dans certaines régions, voire à un entassement dans une nation, au détriment des pays d’origine désertés. Elle implique également une utilisation excessive des ressources d’une nation qui peut conduire à une insuffisance des ressources naturelles.

-         Transfert de maladies. Les immigrants peuvent apporter avec eux des maladies ayant prévalu dans leur pays. Les agents pathogènes peuvent se transmettre d’un pays à l’autre par le biais d’immigrants, conduisant ainsi à la propagation de maladies. Pour réduire ce risque, de nombreux pays adoptent une politique de filtrage des immigrants à leur arrivée dans le pays.

-         Fardeau financier. Les frais encourus pour la fourniture de ressources telles que les établissements d’éducation et de santé aux immigrés constituent une charge pour la nation qui accueille les immigrants en grand nombre. Certains disent que la croissance économique provoquée par l’immigration est annulée par les dépenses que le pays d’accueil est amené à consentir.

-         Illégalité et délinquance. Les immigrés peu ou non scolarisés sont généralement soupçonnés de contribuer à l’augmentation du vol, de la violence et autres pratiques illicites. L’immigration illégale qui a émergé dans certaines parties du monde a prouvé être une malédiction pour les économies des nations et leur bien-être social, et met parfois leur sécurité en jeu.

-         Fuite des cerveaux. Quand un pays perd ses citoyens les mieux instruits et les plus talentueux au profit d’un autre pays, il perd en fait les élites et ressources humaines qui lui permettent de se développer. Ceci est d’autant plus cruel lorsqu’il s’agit d’un pays pauvre.






CONCLUSION


De plus en plus d’hommes et de femmes quittent leur patrie dans l’espoir de trouver ailleurs de meilleures conditions de vie. En effet, la mobilité croissante à l’échelle mondiale permet à de plus en plus de personnes de se rendre dans des pays lointains, voire sur d’autres continents, les Etats jouissant d’un niveau et d’une qualité de vie élevés constituant bien évidemment les destinations privilégiées.
